A Magistrate has criticised the delay of a case which claimed the lives of two young children 11 months ago.

Jacob Steven Donn, accused of killing two children in a pedestrian crash in Wellington on January 5 this year, did not appear from custody in Dubbo Local Court on Thursday, when he was due to enter pleas.
Crown prosecutor John Doohan and defence layer Anne Hazelton requested the matter be adjourned, as they were in the final stages of negotiating the final charges.
Mr Doohan said he had made several attempts to get onto one of the parents of the deceased children to discuss the final report, but said "the necessary ingredients" were ready to continue on the next occasion.

"An offer was put by the defence [to one of the parents of the deceased children], it wasn't until Monday this week that I was able to get determined views on that offer," he said.
"Because it's a death matter it has to go to the director."
Mr Doohan said the Crown prosecutor with carriage over the matter doesn't return until January 24.
However Magistrate Gary Wilson was frustrated with the delay, given the matter had been before the court for 11 months.
"Another excuse," he said.
"If this matter doesn't proceed to a committal on February 10, it's going to have to be for extremely good reasons, not because some person you rely on is on holidays," he said.
Donn is currently before the court with 30 charges including including two counts of dangerous driving occasioning the death of two young boys.
Police allege Donn was doing burnouts before his Holden Commodore drove up onto a footpath and into the two boys - aged six and seven - their mother and another person.
After the crash, police allege Donn fled the scene, but was arrested by police later that evening.
The matter will return to Dubbo Local Court on February 10.
