Mr Saunders says the decision to wear a mask comes to people personal preference but he hopes the public keeps safe.
"It's one of those where I think most people will probably take a sensible approach," he said.
"In other words, if you are in a crowded area, if you know you're going shopping and it's likely to be really busy in a supermarket I think a lot of people will continue to wear a mask.
"It's a great idea and we've had that advice from the chief medical officer. It's really only when you are in an area where you can't really stay distanced from people but at the end of the day it's a personal responsibility."
Mr Saunders is confident the hospital systems have the capacity to deal with any infected people after Dubbo record four cases of COVID-19 to go along with 38 total cases for the Western NSW Local Health District.

"Look the reality is we heard from the health minister recently and the premier that the expectation is if people don't heed any of the warnings and don't do anything at all then there could be tens of thousands of cases a day," he said.
"The hospital system is set up and our area is mostly double-vaccinated.
"Our area is over 95 per cent fully vaccinated.
"We're calling for people to book booster shots five months after your second dose."
Mr Saunders is hopeful the Dubbo region is not massively affected by the newest COVID-19 variant Omicron.
"Hospitalisations are not expected to rise dramatically," he said.
"I mean they will go up a little bit with this new variant.
"It seems to be taking over from Delta and hopefully it doesn't affect people as badly. Again it depends on the person, it could affect people as badly.
"We need to be mindful of that."
While people can now move freely around NSW and most other states, Mr Saunders wants people to still get tested if they are feeling sick or unwell.
"At the same time we are saying get out and about, share the love and be with friends and family, it's also that thing if you are going somewhere that is really crowded you do need to think about your own personal responsibility," he said.
