Ms Burns will be running in east ward alongside her cousin Lewis Burns with the pair in an independent group.
Ms Burns said since her return to Dubbo she has been unhappy with how things have been going.
"I've only be home living back in Dubbo for two years," she said.
"I've been away for a long, long time working and living life.
"So I've come home and I've come across so much deficiency in this community.
"It's real disheartening."
Ms Burns believes she can be one of the people who will help Dubbo progress over the next few years throughout a council term.
"In terms of progress I don't think Dubbo is very progressive," she said.
"I'd like to be one of the people who can move council forward in doing the right things.
"Like establishing more things for the kids and with the housing.
"There are so many issues here at the moment."

Regardless of if she is elected or not, Ms Burns is hoping the elected councillors put their best foot forward for the community.
"I just think good people on the ground, doing the hard yards," she said.
"I'm a really committed worker and make things happen.
"I'm very driven and passionate about community.
"I'd like to make my contribution to making Dubbo better."
Ms Burns knows she will be doing all she can for her cousin to be one of the two people from east ward who will be elected to council.
"Look I would really love for Lewis to get in," she said.
"If I get in it's a bonus because we are both very strong advocates.
"I think Lewis has some great ideas.
"We think along the same lines. We are cousins but we are very similar in our beliefs and our passions.
"Lewis is great businessman as well as artist."
The election is on Saturday December 4.
