The Kilby-led Eagles were finished the 2021 Blowes Clothing Cup season as minor premiers and were awarded the premiership after the finals had to be cancelled due to COVID-19 restrictions.
Kilby was part of a strong brains-trust behind the scenes and Cowra president Ian Robertson is delighted to have the coach locked in again.
"He (Kilby) will announce some assistant coaches very soon and we'll also announce our second grade coaches and other grade coaches shortly," he said.
"But we thought it is important to announce Colin will take over as the head coach, he's obviously working alongside Col Jeffs for the last three years.
"Colie has now retired from his role as Director of Coaching but we all know he probably won't stay away for ever and hopefully we'll get to see him back in some role within the club pretty soon."
For his part Kilby said he was grateful for the advice and support Jeffs had given him over the years.
"I certainly wish Col all the best and I'm sure he'd be available to me for any advice I might seek," he said.
"He has been a major part in the last few years of putting systems in place that have helped us move forward to what we are at now.
"And I'm looking forward to continue building on what we've done in the last few years and last year in particular."

He said while he was still finalising his coaching group for 2022, he didn't expect major changes to occur in the club's style.
"I can't confirm who we've got at the moment, but we do have a few people in line and are just finalising that now," he said.
"But having a few fresh face and new voices doesn't hurt and keeps us having a fresh approach.
"You just adapt to what squad you have available and how you'd like to play.
"You play to your strengths and what your playing rosters strong points are, but I think predominantly we'll keep the majority of the squad together.
"And we'll be looking to build on the possibility of that as well."
The club will also be holding its AGM and a special general meeting at the Rugby Club next week, with Robertson encouraging the community to come and help build the club's future.
"The AGM is next Wednesday, November 17 at 6.15pm and there will be a special general meeting at 6pm beforehand.
"Under our president and vice president system the major changes will only occur in a couple of people within the sub-committees.
"And it appears the majority of the executive will remain for 2022.
"The special general meeting prior to the AGM is about adopting the new Cowra Eagles Rugby constitution.
"We'll now have two bodies within the club, the Rugby Eagles is the entity that will do all of the day to day running of the club and who the players play for, and the Old Rugby Inc will be the entity that owns the playing fields and all of the improvements.
"Our presentation evening, which has taken us a fair while to get around to due to all the changing restrictions, will also be held on Friday, December 10."
