A new store has opened in recent weeks and businesses are "bouncing back" from Dubbo's two-month COVID-19 lockdown, a shopping centre manager says.

City Chic opened its doors at Orana Mall in October.
The plus-size clothing retailer's arrival in the city takes its network of physical stores to 84 across the country, its website shows.
Orana Mall centre manager James Wall welcomed City Chic to the centre's offering.
"They specialise in clothing for curvy women with all things fashion even down to lingerie," Mr Wall said.
"Orana Mall has had its eye on City Chic as this shop was always in the top five shops Dubbo women wanted based on poles held via social media."
Optometry company Oscar Wylee opened just prior to lockdown, only trading for a day and a half before the city went into lockdown, Mr Wall said.
"They are a family-run Australian company and a leading optometry company," he said.
After two months of COVID disruption at Dubbo, non-essential retail was able to reopen the doors to double-vaccinated customers four weeks ago, with the one person per four-square-metre-rule applying.
Mr Wall said it was not only the new retailers who would contribute greatly to economic recovery "but more importantly all retailers from fashion to food and services".
"These are all local people who need local support so before shopping online check out your local shop whether here at Orana Mall or just in Dubbo itself," he said.
Shoppers must abide by masks rules and vaccination checks currently, but the remaining restrictions are not stopping trade and activity from rallying, the centre manager reports.
"Yes businesses are bouncing back very well, customer confidence is also building daily as we can see through our people counters," Mr Wall said.
"Weekends we are seeing substantial increases in sales and foot traffic and the average spend is high.
"With Christmas around the corner Dubbo will see one of the biggest Christmases ever.
"Most customers are complying with the COVID rules wearing masks et cetera, which is great to see, but there will always be the small percentage of people who do not wish to comply."
