The parking rangers were among about 20 council staff on the ground at Dubbo Showground when testing was in full swing.
"The parking rangers were assisting with traffic flow and liaising with people coming forward to get tested in the priority lines to ensure they had necessary emergency service status to obtain the rapid COVID testing," Mr Wood said.
He said the redeploying of the rangers when the city was subject to stay-at-home orders reflected the higher priority of helping at the testing site.
