Gyms, pubs, clubs and cafes are all open for fully-vaccinated people who can also participate in non-essential shopping but Mr Saunders admitted things do not have to drastically change.
"The good thing is we have opportunity where we haven't had it for a while now," he said.
"That doesn't mean you have to do anything.
"People have the opportunity to get out and about to support local businesses.
"I hope people will [support businesses], particularly around hospitality - whether it's your local cafe, pub or club and restaurant.

"But you don't have to, you can still do takeaway if you don't want to sit in there.
"I think people will look at that really excitedly but it doesn't mean you have to rush out there and do it all in one day."
Mr Saunders believes the easing of restrictions is an important time for Dubbo after being in lockdown since the beginning of August.
"There's been little rays of sunshine along the way as I have called them," he said.
"You could start together with people at a park.
"But from today, you can have 10 people visit your house.
"You can have friends and family around again.
"You can catch up in people in a bigger gathering of 30 [people] and go back to things like theatre and movies.
"You still are going have to wear a mask at indoor venues and I think most people are used to that."
While wearing a mask outdoors is now optional, Mr Saunders wants people to know they can still choose to wear one.
"You don't have to wear a mask outdoors unless you want to," he said
"If you want to, keep doing it. If it makes you feel safe and happy then keep doing it.
"You don't have to walk close to people and keep physical distance.
"It's around all of that stuff that you think is important for you and your family that you should do."
NSW will ease restrictions again once the state reaches 80 per cent of full vaccination which is likely to be within the next two weeks.
Freedoms such as community sport and standing inside hospitality venues will be allowed from the Monday after the state reaches the milestone.
