The NSW public health guidelines dictate that outdoor gatherings in groups of up to five is allowed for the fully vaccinated, but general admission into public pools is open to everyone including unvaccinated people, under the exercise rule.
Dubbo Aquatic Leisure Centre reopened on Tuesday, and "is operating with a COVIDSafe plan that is in line with the NSW Government picnic rules", said Dubbo Regional Council's director of liveability Skye Price.
"If there are five adults gathering in one group they will need to be double vaccinated.

"We ask the community to please be aware of these health requirements and to please be patients and co-operative when visiting the facilities."
Meanwhile council confirmed that public barbecues are switched on and available for use.
"Similar to public restrooms, daily cleaning routines of barbecues have been increased," Ms Price said. "Please note the Elston park barbecue is out of order, awaiting repair."
The Wellington Aquatic Leisure Centre remains closed. It's opening was delayed due to the rising number of COVID-19 cases.
