Mr Chowdhury is standing in the south ward.
He said he would work with Dubbo Regional Council and the NSW government to get toilets at the rest stop.
"I've spoken to people who live in that area who have been trying to get either the NSW Government or the council to install toilets at the rest stop, but the blame keeps being shifted," Mr Chowdhury said.
ALSO MAKING NEWS:
"The rest stop is quite large and has been created for a reason, and it makes sense to have the appropriate amenities there for people who choose to pull up and have a break.
"The residents of that area tell me that just because there is no toilet there, that doesn't stop people from using the area like a toilet, which isn't a great look for one of the main entrances to our city."
Mr Chowdhury said if he was elected, he would introduce a notice of motion at the first available opportunity, asking council to collaborate with the NSW government and Transport for NSW to install permanent toilet and baby-changing facilities.
