In May, councillors unanimously agreed to hire Pinnacle Integrity to look into the way council had been dealing with its code of conduct complaints.
At the time mayor Stephen Lawrence said the outcomes of the investigation were "grave" and "incredibly serious".

Because of the high level of interest in the findings, council agreed to seek legal advice to see if parts of the independent investigator's report could be made public.
Chief executive officer Murray Wood said disclosing information from within the investigation was against the recommendations of the investigator, and went against both the code of conduct and the Local Government Act.
In the report to be presented at council on Monday night, council's executive manager governance and internal control Abbey Rouse said further advice was still needed.
A redacted version of the report was given to the Office of Local Government to get its approval for it to be released.
"This is to ensure that Council and Councillors were not breaching their obligations under the Code of Conduct and the Procedures, as well as the Local Government Act and any other applicable parameters or guidelines," Ms Rouse said.
At the time the business papers were published, Ms Rouse said "the Office of Local Government advised that it required more time to provide a response on the matter given the level of complexity involved.".
"Accordingly, a final position on the release of the Pinnacle Integrity report cannot be determined until the response from the OLG is received."
The matter is expected to return to a further meeting of council when a response from the Office of Local Government is received.
After the independent report was finalised, council adopted a long list of recommendations in relation to how code of conduct complaints were addressed.
