The childcare centre is the second stage of the Steven Groups' master plan. Stage one was the Mobil service station and Carl's Jr on Hawthorn Street.

The service station is expected to be completed in October. And within the next two weeks construction on Carl's Jr and the Hawthorn Street Early Learning Centre will begin.

Stevens Group development director Jason Capuano said the third stage of the Hawthorn Street master plan involved large retail - one of which has already been pre-leased to a national retailer.

In total, there's about 3500 metres-squared of large retail space the Stevens Group will be developing.

The company also has plans for a car wash and other national food businesses in the area.

Stevens Group - which has developments right across NSW - also has a site at the former RAAF base which is DA-approved for a service station and fast food restaurant.

"We're edging close to $20 million worth of construction activity in Dubbo in the next week to two years," Mr Capuano said.

Dubbo is an attractive location for the company.

"Dubbo is obviously a major retail centre with a huge catchment. It's starting to be recognised by multinational tenants seeking a presence in Dubbo and we work with all the multinational tenants to help them deliver their growth plans," Mr Capuano said.

The Hawthorn Street Early Learning Centre will be run by Dubbo's Tom Hill and Matthew Stapleton.

Mr Hill said when open, the centre would accommodate between 120 to 130 children from six-weeks to six-years-old.

About 35 to 40 staff will be required and Mr Hill said there would be a focus on recruiting locally.

Childcare places are currently in high demand across Dubbo.

"With Dubbo growing as it is and with the very high percentage of working mums, it's a fantastic opportunity for us to offer some more places and we're very excited about that," Mr Hill said.

"We want to have a strong focus on employing local people and we always focus on using local services and businesses. We also have a strong connection to the community."

The goal is to have the Hawthorn Street Early Learning Centre open around March with enrollments to start at the end of this year or start of next year.
