An extraordinary council meeting was held on Monday night for the mayoral election.
Cr Lawrence was elected unopposed to the role.
The vote for mayor and deputy was needed following the postponement of the local government elections from this month until December.
In his speech after being confirmed as mayor, Cr Lawrence acknowledged how tough lockdown has been.
"Small business people, and the not-so-small are in some cases seeing their businesses shut down completely due to circumstances beyond their control," he said.

"We have people living in cramped houses where compliance with the public health orders and staying safe is just so difficult in some circumstances. We have people enduring extended periods of isolation. I could go on... But I encourage everyone to keep going because this community-wide effort has to continue."
In addition to COVID, the mayor said one of the top priorities for council was electing a "top quality" permanent chief executive officer who would ensure the organisation was stable and in safe hands into the future.
In June, councillor Stephen Lawrence was elected as Dubbo's new mayor. It came after Ben Shields stepped down from the role.
Because he was deputy mayor at the time, councillor Anne Jones was then elected to step into his vacated role.
Cr Jones was also re-elected unopposed on Monday night.
She used the time to encourage everyone to look after their families and communities.
"For me, I think the most important thing on our agenda, other than our new CEO is to encourage our community to continue to go and be tested. Unless you're tested you don't know whether you've got COVID or not, and the next important thing is to go and have the vaccine. Go and have the first injection... then go and have the second one," Cr Jones said.
"We owe it not only to ourselves, we owe it to our family, our community, our state and of course our nation."
Cr Lawrence was elected to Dubbo Regional Council in 2017. In June he said he would not be standing at the upcoming election. Meanwhile, Cr Jones has been on council since 1995, first serving Wellington Shire Council and then Dubbo Regional Council after the merger.
