Cr Lawrence named the victim as Gary Dunn during a message broadcast on social media on Sunday.
The mayor, speaking at a daily update about the region's COVID outbreak along with Dubbo MP Dugald Saunders, acknowledged Sunday was Father's Day and said his thoughts were with Mr Dunn's family.
Cr Lawrence recognised the day brought difficulties for those who had been diagnosed with COVID-19 and were unable to even see members of their household because they were in isolation.
"Thoughts also to those that have lost fathers and grandfathers in recent times, and sons and daughters," Cr Lawrence said.
"And that includes of course, the family of Gary Dunn, the man that our community lost last week as a consequence of COVID.
"Our thoughts are certainly with you."
NSW Health reported on August 30 a man aged in his 50s had died overnight, and that he had significant underlying health conditions and was being treated for the virus in Dubbo Hospital before his death.
In the 24 hours to 8pm on Saturday, Dubbo recorded 23 new cases of COVID-19.
They were the majority of the 32 new cases across the Western NSW Local Health District, which has now recorded a total of 788 cases, Dubbo MP Dugald Saunders reported on Sunday.
