Learners or L-platers haven't been able to progress to their provisional licence during the COVID outbreak.
On Friday Service NSW announced on Twitter driver testing would restart.
"In the first instance, we're reaching out to certain customers to rebook driver tests, such as those who require a test for medical reasons to maintain their licence and those who require an aged driver test," Service NSW said in the tweet.

L-platers at Dubbo with licences that expire while health restrictions are in place will have a wait before they get behind the wheel again.
Driver testing in regional NSW has been suspended until September 10 in response to the latest health advice and risks associated with COVID-19, Service NSW reports.
The agency was making every effort to contact affected customers and rebook driver tests, and apologised for any inconvenience, a spokesperson said.
The spokesperson has also confirmed learner licences that expire while health restrictions are in place are not being extended.
"However customers will be able to resit their driver knowledge test at no charge once restrictions are lifted," the spokesperson said.
"P1 drivers looking to progress their licence to P2 are able to do so online as no test is required."
The spokesperson said Service NSW would announce plans for working through the backlog and returning to normal service levels as soon as it is safe and practicable to do so.
The Daily Liberal understands the Dubbo service centre of Service NSW conducts about 200 C class driver tests - the test an L-plater takes to obtain their P1 licence - each month.
