The idea was raised by Dubbo mayor Stephen Lawrence at the recent committee meeting.
He said collaboration between Dubbo Regional Council and its neighbours was currently at a low point, with no formal collaboration currently in place.
For nearly 20 years, Dubbo council, alongside Narromine, Mid-Western, Bogan, Warrumbungle, Warren, Bourke, Cobar, Walgett, Coonamble and Brewarrina, were part of OROC - the Orana Regional Organisation of Councils.

However, that was dissolved to form the Orana Joint Organisation and in 2018, Dubbo voted against joining due to concerns about the cost.
Councillor Greg Mohr also criticised the proposal at the time as "absolutely disgusting" because the Orana JO - which was established by the NSW government - separated Dubbo from the councils out west.
At the time, Dubbo council was seen as the older brother to those western councils.
However, Cr Lawrence is now pushing for a forum to be reestablished.
"It's my concern we aren't fulfilling our regional leadership obligation," Cr Lawrence said.
"As the hub of western NSW we have an obligation to assist our residents and those in nearby communities. It is in the interest of all parties that an organisation is created as a priority, to allow councils to work together."
The mayor said it was a detriment during the "severe and long-lasting" drought of 2018 and 2019 because the councils weren't working together to find solutions to water security or liaise with the state and federal governments.
"The ability to share knowledge and resources, and combine to lobby governments on issues that affect our retire region is critical and needs to be restored as a matter of priority," Cr Lawrence said.
"It is my desire and that of other mayors and general managers in the Orana and Far West region to create a forum for all matters to be addressed and raised."
Councillor Jane Diffey said it was important for Dubbo to have collaboration with other councils as it was "one of the major, key players" in this area.
Cr Diffey was among those who supported Dubbo council joining the Orana JO when it was first established.
Cr Lawrence's proposal to create a forum with mayor and general mangers in the region was approved at the council meeting.
