The outdoor space will transform the flat grass area adjacent to the library into a multi-purpose outdoor lounge room for reading, events and community meetings.
It's thanks to funds from Dubbo Regional Council and the Australian government under the Drought Communities Project fund.
The outdoor area has been designed internally and drafted by local engineers.
It will include seating areas, natural timber fencing as well as a variety of plantings and soft landscaping to provide a tranquil and aesthetically pleasing environment.
Construction of the project started on Monday, June 21, and is expected to be complete by October.
Dubbo mayor Stephen Lawrence said it was a great use of unused space.
"The grass next to the library has been unused for some time now, an outdoor living room area is a forward thinking approach to the way we use community facilities," he said.
"The space will be comfortable, welcoming and provide everyone in the community with an enjoyable space to hold meetings, attend small events, or provide a comfortable area for visitors to just read at leisure," said Mr Lawrence.
Council will fund $62,000 of the project while the government will provide $50,000.
Federal Member for Calare, Andrew Gee said he was enthusiastic about the many benefits this project would deliver for Wellington.
Council's director liveability Skye Price said she was excited.
"The introduction of an outdoor living room will enable Wellington Library to have improved connectivity with Cameron Park and a genuine green environment, comprising carefully selected vegetation plantings, in a garden setting," Ms Price said.
"It will provide shaded space for story time sessions, quiet reading and reflection, as well as other library and lifelong learning pursuits."
