First Steps was launched in Brewarrina on Wednesday by Minister for Education and Early Childhood Learning Sarah Mitchell.
Ms Mitchell said it was the first of its kind, as every word was written by Aboriginal people for their children.
As part of the strategy, Aboriginal People as Teachers will be expanded to bring the community into early education centres, as will a program to increase Aboriginal languages in early childhood education.

"In NSW, we have seen growth in Aboriginal enrolments in early childhood education from just under 60 per cent in 2016 to 83 per cent in 2019. Our goal is to see more than 95 per cent of Aboriginal children enrolled by 2025," Ms Mitchell said.
It supports the Closing the Gap targets to have 55 per cent of Aboriginal children developmentally on track by 2031.
In NSW, it's currently at 42 per cent.
The First Steps strategy is a partnership project of the Aboriginal Early Childhood Advisory Group, co-designed with the NSW Department of Education.
