"There's just not enough housing in Nyngan to cope with that," its director of regional development Megan Dixon said.
The housing shortage in inland NSW has become a focal point for RDA Orana and its Riverina counterpart.
On August 13 they will host the Inland Growth Summit Housing 2021 at Wagga Wagga in a bid to find solutions.

'More jobs than people' was the theme of RDA Orana's third Inland Growth Summit at Dubbo in February.
It included talks on the housing shortage which Mrs Dixon said was "a critical factor in the struggle to fill job vacancies".
This week she identified some of the factors driving the housing shortage in regions like Orana where there was "massive economic growth".
They included the conversion of long-lease rental properties to short-stay Airbnb accommodation as the tourism industry rebounded; more people relocating to regional NSW from capital cities, and not enough tradesmen to supercharge the residential building industry.
"As an example, a builder said to me a couple of weeks ago that they couldn't get a bricklayer in Parkes," Mrs Dixon said.

"The worker shortage is also impacting the housing story.
"There is very strong demand for building and builders.
"In Mudgee, as an example, we have heard .. if you wanted to do a new-build you would have a two-year wait for a builder to be able to deliver your project."
Mrs Dixon said the housing summit would draw representatives of local government, social housing, the federal government, builders, developers and "people with housing solutions such as portable housing".
The director is keen to work with the "development sector and actually come up with a model that gets private investment into communities".
"If you don't have housing you can't get workers," she said.
"If we don't act now we will be in crisis."
