But Cr Shields has continued to deny any allegations of wrongdoing and said the entire council should step down, not just him.
On Monday night the Dubbo councillors unanimously agreed to hire an independent investigator to look into an increasing number of complaints about the organisation and the way past concerns have been addressed.
In a split vote it was also decided that interim chief executive officer Dean Frost would return to his role as director and Murray Wood would be hired to lead council for 12 months.

But with the majority of councillors no longer supporting Cr Shields as mayor, Mr Saunders has called for him to resign.
Mr Saunders has also raised concerns about allegations of bullying, harassment and misconduct within the council that had been reported to him.
"There are seven councillors now saying they have no confidence in him as the leader of council. In any normal situation, if the vast majority of people are not supportive of you in that position, most people recognise that as a very clear signal and there us a need for change," Mr Saunders said.
"Added to that are the very serious nature of allegations [against the council] that have come forward of numerous occasions from different people that have been reported widely in the media. You have a situation where Ben Shields as mayor is simply untenable and for the sake of himself and the Dubbo community, he now needs to resign.
"If it was popularly elected it might be different, but he was elected by a majority of councillors. The majority of councillors do not want him in the role and as much as he can say 'I don't have to resign', if no one has faith in you than at some point surely you have to realise that it's time to let go. This is the time."
Cr Shields has "absolutely" denied he has broken any Code of Conduct rules or the law.
"I'm disappointed that Dugald hasn't told me [he thinks I should resign] directly instead of going directly to the media," he told the Daily Liberal.
"This whole affair has been played out through the media and not through the appropriate channels.
"The independent investigation that Dugald refers to is for the entire council. With that being the case, I believe the entire council should step down, not just the mayor.
"To this day, I have not been presented formally with any accusations. All I have got is people talking to media and not the proper authorities."
But Mr Saunders said it was not the whole council that should step down and an administrator wasn't needed.
He said there needed to be a clear direction from those at the head of the organisation.
"The state government just had a by-election in the Upper Hunter which was all about the fact that we would not accept that one of ours was perceived to be doing something that the community was not accepting of," the Dubbo MP said.
"The mayor of Dubbo Regional Council [Ben Shields] needs to take that same action, do what is right for the community and step down and resign."
