Dubbo mayor Ben Shields "strongly rejects" accusations he has violated Dubbo Regional Council's code of conduct or broken any law.

Cr Shields issued a statement through his Facebook page on Wednesday afternoon.
Last month, council's acting chief executive officer Dean Frost said there had been an "unprecedented" number of complaints.
Council received 23 code of conduct complaints in two months after deputy mayor Stephen Lawrence called for people to come forward if they had any concerns about council-related conduct.

Cr Shields said he had been informed there were currently no complaints from staff or ex-staff members directed at him.
"Council follows the code of conduct system as directed by relevant legislation. The code of conduct policy we have in place means that complaints are dealt with by an independent assessor who is not based in Dubbo," the mayor said on Facebook.
"I have faith in the code of conduct system that councils are legally required to follow."
Cr Shields said he had engaged legal counsel in relation to accusations against him.
