Mr Finalyson died by suicide in August 2018.
Acting mayor Stephen Lawrence called for his colleagues to support the push for a coronial inquest on Monday night, after discussions with Mr Finlayson's widow Thea.
"In 2019 a finding was made that Mark's death was work-related...," Cr Lawrence said.
"Thea has written to me recently and advised that Mark told her before his death that alleged bullying and harassment was playing a role in creating the pressures that Mark was experiencing as a manager.

"This greatly concerns me and is a matter I believe might warrant the holding of a public coronial inquiry."
The acting mayor said Ms Finlayson - who he described as a beautiful, intelligent and reasonable person - deserved to have answers.
Ms Finlayson has also called for a coronial inquiry. She told A Current Affair she wanted to ensure other employees felt more supported than her husband was.
"I really want to know just how toxic it was," Ms Finlayson said.
"I'd love to see what else was happening. Were there other people who were affected the same way?"
Mr Finlayson was a stormwater engineer for Dubbo City Council. When Dubbo and Wellington councils amalgamated he took over the role as manager infrastructure and planning.
Councillor John Ryan and Cr Lawrence met with Ms Finlayson at the weekend.
Cr Ryan acknowledged that the heartbreak from the "traumatic incident" would never go away but believed it was the duty of council to "provide her with every answer we can so at least we've done our part to ease her burden".
Council is currently investigating all complaints and suggestions of misconduct against the council. Bringing in an independent investigator to look into the complaints is also under consideration.
