Councillor Greg Mohr told the Daily Liberal he was "concerned" when he heard the comments made by deputy mayor Stephen Lawrence and councillor John Ryan calling for mayor Ben Shields to resign for endangering public confidence.
"This is actually a kick in the teeth, not only for the mayor but the other seven councillors that supported both Cr Lawrence and Cr Ryan when they've taken stuff to council," he said.
"It's not the way that we should be doing business, considering the harmony of this council and the great things that this council has done for Dubbo."

On Monday morning, Cr Lawrence and Cr Ryan said they had "lost confidence" in the mayor for his misleading approaches to the announcement of the multi-million dollar Bunnings redevelopment at the RAAF base, which is yet to be approved by council, and his approach to the redevelopment of the Regand Park site.
The pair called for Cr Shields to step down from his position as mayor, as he had endangered public confidence in public processes and development applications of council.
Cr Mohr said he found it "extremely extraordinary" that the two councillors used the media to stir up issues that were being processed through the council.
With the Local Government elections approaching in September, he argued it was a "political stunt".
"In the last three and a half years, why have they now changed their tune to airing this stuff in the media, rather than going into the mayors office which they had previously done," Cr Mohr said.
"Is this just an election stunt to get their names out there?.
"Even Stephen has put in the media before that he'd like to be mayor, unfortunately if this is the way they've gone about it, it's wrong as far as I'm concerned."
Cr Mohr said the mayor had an open door policy and was "disheartened" to hear two councillors, who he believed had a good working relationship with the mayor, air their concerns in the media.
"I don't understand why this has gone to the media to air their concerns, when considering both issues they said are not done deals," he said.
"We've been a council that on some issues haven't been totally unified, but we've been extremely unified of the betterment of Dubbo and we haven't taken any issues from inside the council chambers, whether we've voted against it or not, outside the council chamber and run mud through the public."
"If you're that concerned about these two types of developments in this city, we have processes inside the meeting, they only need three signatures to call an extraordinary meeting to discuss these issues. They're fully aware of that."
"If the mayor resigns, will the issues still be there, of course there will be."
"Cr Shields has had plenty of scrutiny in the past and he's recovered from that and he will recover from this."
Cr Mohr said he would be meeting with Cr Lawrence, Cr Ryan and Mayor Ben Shields on Monday.
