The first stage of the Boundary Road project, between Wheelers Lane and Alexandria Avenue, was completed in late 2018.
Stage two of the project, which would connect Boundary Road from Alexandrina Avenue to Sheraton Road, was expected to be completed by the end of 2020.
When the $8 million project is finished, the road will have integrated bike lanes, street lighting and a footpath on the southern side.

Council's director infrastructure Julian Geddes has promised it will be worth the wait.
"All earthworks are now completed up to the underside of the road pavement along with trenching for utilities," he said.
"Works on site are currently on hold as staff work with providers to ensure we have the appropriate infrastructure underground before we build a road on top of it. The finished product will ease congestion and make the journey through South Dubbo quicker and safer for vehicles, cycles and pedestrians."
The road is expected to be finished in the second half of 2021.
