People intending to have the vaccine are being asked to create a myGov account and link Medicare; check contact details for Medicare are up to date, and view their immunisation history.
Residents who do not have internet access will also be able to prepare for the jab.
"I encourage people in the electorate of Parkes to prepare for their COVID-19 vaccine by downloading a copy of their immunisation history from the myGov website or the Medicare mobile app," the minister and Member for Parkes said.
"The Australian Immunisation Register, on 1800 653 809, can mail a copy of your statement to you, or your vaccine provider can print a copy, for those with no access to myGov or the Medicare app."
People can also phone Medicare on 132 011 to check or update their details.
Mr Coulton said regional Australia had been one of the safest places on earth in the past year.
"However, it's still vitally important that we in the regions roll up our sleeves to get vaccinated to ensure our safety as the nation opens back up and more people travel to our spectacular region," he said.
The national rollout of COVID-19 vaccines has five phases called 1a, 1b, 2a, 2b and 3.
People wanting to know which phase applies to them can use the vaccine eligibility checker at australia.gov.au.
The 1a phase is underway and covers frontline healthcare, quarantine and border workers, along with people working and living in aged care and disability care settings.
Jabs are currently being delivered at hospitals and aged care facilities.
Dubbo Hospital is among 11 vaccination hubs across NSW which will be centres of "storage, distribution and administration" for the COVID-19 vaccination program.
It will be linked to 35 regional satellite sites, from Bathurst in the east to Bourke in the west.
"Extensive planning has already been undertaken by the Western NSW Local Health District to coordinate the rollout of phase 1a," a health district spokesman said.
"The phase 1a rollout will include clinics for eligible staff at Bathurst, Orange and Dubbo, and mobile clinics that will travel to satellite locations to vaccinate eligible staff and aged care residents in multipurpose services," he said.
On Wednesday, NSW Health refused to pinpoint when the Pfizer vaccine would arrive at Dubbo Hospital and when the first jab would be administered there.
But it confirmed that hubs and satellite sites would open progressively across NSW from Wednesday.
