This marks the second year in a row DRC has been given the award for topping local contributions.
Dubbo corporate and community groups gave 2700 blood donations in 2020, helping to save 8000 lives and 270 of those bags were donated collectively by DRC workers.
Mr McMahon, who is set to retire, said it was a perfect send-off and had no doubt DRC would continue its contributions going forward.
"We've got a very good and motivated, dedicated team. We're all very happy to be fortunate enough to have produced the most two times in a row," he said.
Mr McMahon is challenging the Dubbo community to come and try to "knock council off its perch".
Australian Red Cross Lifeblood spokesperson Brian Bruce said to put the importance of blood donors into perspective, they need 650 donations a month in Dubbo alone to meet the demand.
Australian Red Cross Lifeblood Dubbo group manager Debbie Garden said it was a need that didn't stop growing.
