Daniel Greg Ross, of Fitzroy Street Dubbo was on bail for another matter when he was caught with a number of "house breaking implements" he claimed were "flower cutting" tools on December 20.
The 40-year-old was stopped by police at the intersection of Boundary Road an Jubilee Street, when he was caught with a pair of scissors, a screwdriver, small flowerpot, a water pulse monitor and a number of gift cards.

Ross told police he had the scissors to cut flowers and the screwdriver to uplift them from the ground. When he was questioned where he got the pump from, Ross told them he had found it on the ground and said he kept it because he was "a hoarder".
Police also located a kitchen knife in his jacket pocket, before arresting him. He initially resisted police by pushing against them before he began kicking his feet toward the officers, resulting in one of the constables to be kicked.
Earlier this month Ross pleaded guilty to having custody of a knife in a public place, goods in personal custody suspected of being stolen, assault of a police officer in the execution of duty, resist or hinder a police officer in the execution of duty and posses housebreaking implements.
At Dubbo Local Court on Friday Magistrate Gary Wilson sentenced Ross to an aggregate term of imprisonment for 12 months to commence May 1, with a non-parole period of seven months.
He will be eligible for release on November 30.
