After submitting an application in August for the restaurant - as well as a petrol station and two-lot subdivision - it was expected the opening day would be around April or May.
But it wasn't given the green light by Dubbo Regional Council until the end of January.
Due to the delay in approval time, CJ's Group managing director Andrew Firn said everything had been pushed back.
"Currently the developer is working through the permit conditions with the Dubbo council and Transport for NSW," he said.
"We are hopeful of construction starting around May (pending those discussions) which would mean that we would be employing and training 50 to 60 Dubbo locals around August to prepare for the exciting opening of the new Carl's Jr Restaurant on the corner of Cobra and Hawthorn streets and be serving our burgers, sides and shakes by September this year."

Speaking in September last year, Mr Firn said he was expecting the opening to make a splash.
"We can't tell you what our plan is for the opening, but I'll be able to say almost certainly the people of Dubbo will be camped out the front of the restaurant a day or two before it opens," he said.
Another Carl's Jr restaurant will be opening in Bathurst. Like Dubbo, there will also be a petrol station next to the restaurant.
"We're opening in various parts of regional NSW but the mayor of Dubbo Ben Shields, and his team, have been really supporting of us and that's why Dubbo will most likely be the first one in the western region," Mr Firn said in September.
"They've been supportive of our business and the jobs it'll bring... Some other councils don't look at the jobs as much."
The managing director said the restaurant would be "bigger, better and fresher at a value price" compared to its competitors.
"We know the people in Dubbo like a premium quality burger experience, which we provide, at value prices," Mr Firn said.
There are about 4000 Carl's Jr restaurants around the world in 44 different countries. The American fast-food chain was founded in Los Angeles in 1941.
