Howe was pulled over by police and produced his provisional licence before police conducted an alcohol breath test, producing a positive reading of 0.157 - three times the legal limit for drivers with a full licence.
Court documents revealed Howe told police he had been drinking during the day and finished his last beverage at the Amaroo Hotel, 20 minutes before he got behind the wheel of his car.
Howe pleaded guilty to high-range drink driving when he appeared at Dubbo Local Court on Wednesday.
Defence lawyer Lucy Maher told the court he was the only one in the vehicle and it was a "short trip" from the hotel to his home.
"He made an incredibly poor decision, he's incredibly embarrassed and shamed," Ms Maher said.
The court heard a week prior to the offence Howe's wife had been diagnosed with cancer and he was forced to resign from his work and care for her and their five children, including two newborn twins.
Ms Maher told the court Howe had completed the traffic offenders program and said he described it as a "full on program emotionally".
Magistrate Gary Wilson said he was sympathetic to Howe's circumstances, but said there were "no excuses" when you get behind the wheel of a car "well affected by alcohol".
Howe was disqualified from driving for six months, fined $750 and placed on a community corrections order for 12 months.
He was also required to install an interlock device for two years.
"Hopefully this has been a very good lesson and wont' happen again," Magistrate Wilson said.
