Dubbo Regional Council has released the concept designs to the public to get feedback on the project and what people would like it to include.
The heritage plaza could include shaded seating, food truck access, market stall space and night time illumination.
It's designed to be used for group gatherings, resting, performances and live music.

Dubbo mayor Ben Shields said he thought it was "one of the best developments any council had done for many, many years in Dubbo".
"This is going to totally and utterly transform our CBD and our main street. I'm beyond excited about this development," he said.
The plans are currently on public exhibition and Cr Shields said he was keen for people to "throw their two cents in".
He said if there was anything the public thought should be included in the designs, they were encouraged to speak up.
"I'm particularly keen for the people of Dubbo to understand what's going on. How this is designed to draw more people into our CBD, more people to spend money in Dubbo, more people to appreciate Dubbo's businesses, particularly Dubbo's tourism and hospitality businesses," Cr Shields said.
"This is such a win for Dubbo, in my books it's just incredible."
The plans can be seen on Dubbo Regional Council's website, or at one of the customer experience centres in Dubbo and Wellington.
The feedback period will last for 28 days.
An overview of the community feedback will be provided to council in April before the final design is developed.
The $5.01 million project is part of the larger $13.58 million Destination Dubbo: International Ready project. As well as the Old Dubbo Gaol Heritage Plaza, it also includes the Macquarie Foreshore project and the Wiradjuri Tourism Experience.
The goal is to drive more traffic to the CBD.
The old State Bank at the front of the gaol will be demolished to allow for the new precinct.
Council is also currently holding a nationwide competition to find an artist to create a kinetic artwork for the area.
