An unaccompanied L-plater who initiated a police pursuit just weeks after his 18th birthday "panicked", a court has heard.

About 1.22am on November 16 police spotted Kenneth Skuthorpe, of Macquarie Street in Dubbo, driving a Holden commodore travelling south on Fitzroy Street.
As the 18-year-old turned onto Cobra Street, police attempted to pull Skuthorpe over for a random breath test when he accelerated away turning onto Gipps Street, court documents revealed.

Police initiated a pursuit as Skuthorpe continued to drive through a number of streets at 80 km/h in a signposted 60 km/h zone, before decamping into a nearby front yard in Hay Street.
Skuthorpe jumped a rear fence into a unit complex on Macquarie Street.
Police spoke to and entered one of the units, before locating Skuthorpe hiding in the shower, court documents said.
Skuthorpe was arrested and taken to Dubbo Police Station where he made full admissions to being the driver of the vehicle.
At Dubbo Local Court on Wednesday, Skuthorpe pleaded guilty to driving unaccompanied while a learner driver, and initiating a police pursuit.
Defence lawyer Jacklyn Dougan-Jones said Skuthorpe had turned 18 just weeks before the incident, and this was his first adult offence.
"He wasn't thinking at the time of the offence and panicked," Ms Dougan-Jones told the court.
"He's then had a lapse of thought and driven off."
For the police pursuit Skuthorpe was convicted and given a conditional release order for 12 months. For driving unaccompanied he was disqualified from driving for three months and fined $100.
