Council has created a draft planning agreement with Andorra Developments. It's a voluntary development where the developer agrees to fund public infrastructure or provide monetary contributions.
Under the proposed agreement, Andorra would be given $5.1 million in credit.
It includes $2,360,200 for the developer for the provision of stormwater infrastructure, $2,202,000 for the development of a public park and ecological zone and $611,000 towards the construction of the signalised intersection at Cobra Street.

As part of the RAAF base works, Andorra Developments has been required to make changes to the adjacent roads.
There'll be a set of lights for cars wishing to turn into the development from Cobra Street and a roundabout at the intersection of Palmer and Goode streets.
Motorists will no longer be able to turn right from Palmer Street onto the highway.
Council's manager growth planning Steven Jennings said council developed the agreement because "the infrastructure the proponent is building at the moment does solve some problems for council up in that general locality".
"Basically, the $5.1 million is a figure that the proponent and council staff have negotiated in respect of overall contributions," Mr Jennings said.
"It won't necessarily be every contribution for that site over time because that site will be developed over the next 10 to 15, 20 years. When that contribution does run out they'll be subject to normal Section 94 contributions that council does have in place."
When completed, the former RAAF base will include 10 hectares of open space. About 1100 trees will be planted.
Councillors supported the draft agreement at the Development and Environment Committee Meeting on Monday night.
It will be placed on public exhibition for the community's feedback.
A further report will then be prepared for the councillors before the final decision in the planning agreement is made.
