The effort will replace existing, defunct social housing on Jubilee street with a modern, two-storey design allowing the space to house seniors in 14 new homes.
A prior construction effort on Short Street is still ongoing, with eight apartments being built for the end of next year.
"There is a significant demand for seniors housing in the Dubbo local government area and this modern two-storey residential apartment building, with eight two-bedroom and six one-bedroom homes, will help meet this demand," Mr Saunders said.
"These new homes will be located in the established residential area of South Dubbo and are purposefully designed to improve the local streetscape and reflect local character."

The construction efforts are part of the NSW Government's Future Directions for Social Housing program, but will also provide economic benefits as part of the ongoing COVID-19 recovery, according to minister Melinda Pavey.
"Across the Dubbo LGA, six projects are currently in progress with the combined potential to create around 46 social homes, 80 jobs and more than $15 million in construction activity," Mrs Pavey said.
"This includes the $2.2 million project at Short Street, to build eight new homes as part of the long-running partnership between TAFE and the NSW Land and Housing Corporation.
"This initiative allows construction students to work alongside professional tradespeople and TAFE supervisors on-site to gain invaluable hands-on experience."
