After winning the toss and electing to bat first Dubbo got off to a flying start with openers Jake Settree and Ted Murray adding 61 for the first wicket before Settree was caught for 36.
Murray fell soon after for 18 which marked the beginning of the end for Dubbo, as wickets consistently fell to leave the visitors all out for 104.
The highlight of the innings was off-spinner Kerr's hat-trick.
First removing Ben O'Donnell bowled, followed by Mitch Lincoln lbw before bowling Dale O'Donnell to complete the feat.
Kerr was supported well by skipper Doug Potter (2-21) and Dharminden Singh (3-30).
Defending 104 was always going to prove difficult for the youthful Dubbo side but there was hope when Ben O'Donnell removed Lachlan Reid in the first over of Narromine's innings.
This brought together Cameron Collins and Mitch Russo who put together a solid partnership before Archie Backus removed Collins.
Russo's innings ended when we was caught off the bowling of Anthony Atlee for 45.
Tom Barber trapped Adam Davis in front for three before Atlee struck again this time removing Potter.
Kale Bock (18 not out) and Hayden Cox (15 not out) steadied the ship to see the hosts home to victory.
In the other matches, Cobar booked a home semi-final berth with a comfortable five wicket win over Nyngan.
Cobar's Nicola Harbison and Ryan Urquhart both took three wickets each before Tristan Everett (23 not out) and captain Jake Harbison (27 not out) sealed the game for the hosts.
Bourke hosted Wellington in Nyngan in the third and final match for the round with the former victorious.
Wellington were bowled out for 135 before Bourke chased the score down with relative ease booking their spot in the finals.
Cobar will now host Bourke in the semi-final on January 31.
The winner will face Narromine on February 14.
