A Dubbo man has been convicted and fined after punching a man because he "had a brain snap".

Andrew Glen Hoper, of Meadowbank Drive in Dubbo, pleaded guilty to the charges when he appeared in Dubbo Local Court.
The victim was at the Garden Hotel for his work Christmas party when he met Hoper out the front of the hotel near the skate park, on November 28.
The pair shook hands and spoke, however court documents revealed Hoper was not engaging with the victim much.

The victim walked back toward the hotel when he made a remark to Hoper. That's when Hoper walked toward the victim and began a heated verbal exchange.
The victim again turned back to walk toward the hotel, however Hoper punched the victim in the right side of the face. The pair began to shove each other, before both were separated.
Hoper began to entice the victim to fight pointing toward the skate park, however after they were pushed away from each other, Hoper left.
Court documents reveal police were not contacted on the night.
About 8.40am the following day the victim attended Dubbo Police Station along with witnesses informing police of what had occurred.
Police did not observe any injuries to the victim, however he did complain he felt pain in the area where he was punched a few hours earlier.
The incident was also captured by CCTV.
Hoper was arrested and charged on December 2.
Representing himself at Dubbo Local Court, Hoper pleaded guilty to common assault.
The court heard Hoper had a limited record and was not under the influence of alcohol or drugs when he took umbridge on the victim.
Magistrate Sharon Freund asked Hoper if he told his children to resort to using their fists.
"It was just a brain snap," Hoper told the magistrate.
Magistrate Freund took into account Hoper's early plea of guilt and he was convicted and fined $1000.
"There's no excuse for your behaviour," she said.
"You're a father of two, you should know better."
