Dealing with the complaints cost council more than $40,400.
The complaints were issued between October 1, 2019 and September 30, 2020.
Of the seven, five were referred to an external conduct reviewer.
Two were finalised at the preliminary assessment stage by the external conduct reviewer and there were three that were considered by the NSW Office of Local Government.

Council will not provide information on the outcome of the reviews to ensure the incidents remain private.
The first point of contact when dealing with complaints about any of the council staff or the organisation itself is council's internal ombudsman.
The ombudsman position started in Dubbo in September 2017.
Mayor Ben Shields said the ombudsman ensured complaints were dealt with more quickly and efficiently, because they were being handled by an expert.
"What I've observed over the last 21 years of being in council and being a board member of local government NSW is that so many councils get bogged down in complaints. Complaints that are warranted and complaints that are unwarranted," Cr Shields said.
He estimates about 50 per cent of complaints are warranted.
