GoPro footage attached to the other man's helmet revealed the trio reached speeds of 140 kilometres per hour on their motorbikes along the Newell Highway.
After a woman accompanying Hazell collided with railing and ended up in Liverpool Hospital with life-threatening injuries, police obtained GoPro footage they described in court documents as "disturbing and graphic".
Hazell pleaded guilty to one count of dangerous driving and one count of taking part in a race between vehicles at Dubbo Local Court in October.
In court on Thursday Magistrate Gary Wilson placed Hazell on two community correction orders for 18 months and disqualified from holding a drivers/riders licence for 12 months.
He was also fined $1000.
