Dubbo Regional Council volunteer programs came to a halt earlier this year due to coronavirus restrictions.
In August, about 14 of 20 volunteers made their way back to Dubbo Regional Theatre and Convention Centre after "COVID Safe" training.
Western Plains Cultural Centre arranged a "limited return" of volunteers to work on reception at weekends and help enforce a "COVID Safe Plan".

The council's director culture and economy, Natasha Comber, has confirmed seven out of 12 volunteers across the two visitor information centres started returning from mid-October.
"The remaining most likely won't return until 2021 due to other commitments or not currently wanting to volunteer in a customer-facing facility," she said.
"Many of the volunteers are in the higher- age bracket and some have more vulnerable immune systems so naturally they have made the choice to wait a little longer before resuming volunteer duties and we respect this decision.
"The seven ambassadors who are returning this year have been eager to come back for a while and feel confident volunteering and interacting with customers with the COVID Safe measures put in place."
Measures in place to protect the community, staff and volunteers at council facilities include limits on numbers, signage, hand sanitiser stations, increased cleaning, masks for customers, social distancing and QR check-ins.
