The capsules were were buried on Australia Day in the year 2000 at the Elizabeth Park, behind the Dubbo Region Botanical Garden.
Among the 19 capsules, which had been referred to as 'Millennium Bugs' was one put together and buried by mayor of the Dubbo Region Ben Shields, who was 18-years-old at the time and a newly-elected councillor.
"I had submitted one myself, containing a number of items relating to my election to council as an 18-year-old, including campaign posters, an expired driver's licence and my first council business card," Cr Shields said.
"Council is now undertaking identification of the contributors to the original capsules and news of an official unveiling will be revealed in the future."
Staff at the Dubbo Regional Council initially had a difficult time locating the 20-year-old capsules, but they were eventually recovered with the use of an excavator.
