A development application is currently before Dubbo Regional Council for the fast food restaurant to open on the corner of Hawthorn and Cobra streets.
A Mobil service station and two lot subdivision are also part of the application, which has been submitted by Stevens Group.
While he didn't want to give too much away about the restaurant, Mr Firn is expecting it to make a splash.
"We can't tell you what our plan is for the opening, but I'll be able to say almost certainly the people of Dubbo will be camped out the front of the restaurant a day or two before it opens," he said.

There are about 4000 Carl's Jr restaurants around the world in 44 different countries, but the Dubbo branch will be the first in the region.
"We're opening in various parts of regional NSW but the mayor of Dubbo Ben Shields, and his team, have been really supporting of us and that's why Dubbo will most likely be the first one in the western region," Mr Firn said.
"They've been supportive of our business and the jobs it'll bring. There'll be at least 60 locals, many of whom are young people. Some other councils don't look at the jobs as much."
The managing director has promised the restaurant will be "bigger, better and fresher at a value price" compared to its competitors.
"We know the people in Dubbo like a premium quality burger experience, which we provide, at value prices," Mr Firn said.
He said the company also offered unlimited free refills on soft drink, burgers made fresh to order and food brought to your table.
"We're excited to come to Dubbo. It's a nice part of the world," Mr Firn said.
"Rest assured although Dubbo will be the first western regional, there's plenty more on the horizon."
