The restaurant will be constructed on the corner of Hawthorn and Cobra Streets.
It's expected to create about 60 jobs and CJ's Group general manager Domit Makhoul said for many of the crew it would be their first time in the workforce.
There's been increasingly speculation about what would be constructed at the empty lot on Hawthorn Street.
However, while it was revealed earlier in the month a Mobil service station would be at the front of the site, it was only announced on Tuesday that Carl's Jr would be the fast food restaurant.

CJ's Group managing director Andrew Firn said the company was "delighted" to be bringing Carl's Jr to Dubbo.
"This will be the first restaurant to open in western regional NSW, with several more under construction in both Sydney metro and regional parts of NSW," he said.
It's part of a larger plan by the company to open more than 100 restaurants across Australia in the next 10 years.
Dubbo mayor Ben Shields said it was an "easy decision" for the business to pick Dubbo.
"It's no secret Dubbo has taken a retail hit over the last few months with some major fashion outlets deciding to close. The fact that a major international chain such as Carl's Jr has decided to come to Dubbo should be very reassuring for our community," Cr Shields said.
"It also says to other large chains that Dubbo is most definitely open for business, and in fact, we can compete with the likes of other larger regional cities such as Bathurst, Orange, Tamworth when securing and attracting exciting new opportunities."
The development application for the restaurant and Mobil service station is awaiting approval from Dubbo Regional Council.
