Dubbo mayor Ben Shields and deputy mayor Stephen Lawrence will remain in their roles until the new councillor are elected in September 2021.
When the local government elections were pushed back, council received guidance on the issue from Local Government Minister Shelly Hancock.

"Current councillors and popularly elected mayors will continue to hold their civic offices until the rescheduled local government elections are held," Ms Hancock said.
"Mayoral elections will need to be held for mayors elected by councillors in September 2018 when their two-year terms expire this year. Mayors elected in September 2019 will continue to hold office until September 2021 once the new election date is gazetted."
The chairs of Dubbo Regional Council's standing committees, councillors Greg Mohr and Dayne Gumley, were also rolled over for another year until the local government election.
