The $4 million development is being undertaken by Stevens Group.
Development director Jason Capuano said while he couldn't reveal what fast food outlet would be built, it was a multinational brand and it would be a first for Dubbo.
"It'll be a newcomer to town. Dubbo is one of the first regional towns in NSW and definitely the first in the west," Mr Capuano said.
"That location has been approved internationally by their approval process."

It'll also be the first time Stevens Group has worked with the multinational brand to help them grow.
But for now, their identity remains a closely-guarded secret.
"It's close and it's pretty exciting. But just until we get some documentation finalised and until they're ready to announce their launch into Dubbo I'm not quite in a position to let you know," Mr Capuano said.
In the development application, which is before Dubbo Regional Council, the plans for the fast food outlet show that it will have two drive-through lanes well as eat in dining.
Mr Capuano said he expected it to employ about 85 people when up and running.
Dubbo was appealing to the company because it was a major retail centre with a strong trade area, the developer said.
"The population of Dubbo is 45,000 but the broader trade draw is a lot closer to 100,000 people. That was a big indicator. And it's a good site that's really suited to this kind of development," Mr Capuano said.
There will also be a Mobil service station on the site, which the developer expects will "bring a lot of competitive [petrol] prices to town".
The service station is expected to create another 15 jobs.
Stevens Group has been working with council to get the development application approved, which is expected to happen within the next month or so.
From there, Mr Capuano said construction would start as soon as possible.
"We use a heap of local trades during construction so during these economic times it's a really attractive, positive sign for Dubbo. It's a strong economic and job creation opportunity," he said.
