Council has developed a Victoria Park plan of management to outline the best way to utilise and manage the precinct across the next 10 years. It looks at not only the open space, but the pool, the Western Plains Cultural Centre and the sporting fields.
The long-term goal is for Victoria Park, especially the green space, to be a key destination for Dubbo.

One of the main ideas raised in the plan is for the former Bowling Club area to become a "vibrant high point of the parklands". It would include space for the Men's Shed, pipe band and the Orchid Club, but could also include a deck with a commercial kitchen and function space.
A desire for stronger linkages between the park is also outlined, which would be achieved by expanding the memorial walk to a refreshed duck pond area.
Ideally, the pond would become a focal point of the walk, with seating areas. There would also be a pergola with barbecues and a raised platform for community use.
The Livvi's Place playground would be relocated to be closer to amenities and expanded to include an accessible merry-go-round and sensory garden.
Exercise would also be made easier with fitness stations on a circular pathway.
Dubbo Regional Council chief executive officer Michael McMahon said the plan represented a "step in the development of the city as a regional leader".
He said it brought together local and regional needs for recreation, competition on the sports fields and cultural places of significance.
The Victoria Park plan of management will be placed on public exhibit for the community to provide feedback before it is finalised.
