The Dubbo junior made a mid-season switch from the Panthers to the Dragons midway through last month but was made to wait to add to the eight NRL games he played for Penrith.
His chance comes after Vaughan was ruled out on Thursday afternoon.
The NSW prop was caught out breaching the NRL's strict biosecurity rules and is now facing two weeks in quarantine.
"St George Illawarra have confirmed Dragons front-rower Paul Vaughan broke the NRL's COVID-19 biosecurity measures on Thursday morning," the club said in a statement.

Vaughan broke protocol by going out with his partner for breakfast on Thursday morning, a breach of rules stating players and staff within the 'bubble' cannot attend cafes, restaurants, clubs or pubs.
"The Dragons are disappointed with Vaughan's conduct and are working with the NRL and Project Apollo to determine his availability for the Dragons' Round 13 clash against the Sydney Roosters," the statement said.
The club confirmed soon after Ellis would become St George Illawarra player No. 234.
Ellis is likely to start on the bench for the 11th placed Dragons against the Roosters, who currently sit fourth.
