The Bureau of Meteorology's (BoM) seven-day forecast for Dubbo as of Thursday included a 100 per cent chance of up to 35 millimetres (mm) of rain falling in the city on Friday.
Rain and possibly a severe thunderstorm may be accompanied by up to 35 km/h winds.
Mr Monk has pointed to recent rain in the region taking in Dubbo.
The city received a total of 82.2mm of rain in July, almost twice the average rainfall for the month of 41.5mm.
"Catchments across the western area of NSW are wet from rainfall received over the previous fortnight," Mr Monk said.
"This could increase the likelihood of flash flooding."
Mr Monk is asking residents to be prepared for the possibility of heavy rain and strong winds by cleaning their gutters, securing items on their properties and trimming branches hanging over dwellings.
"Our local SES units will be on standby and will be ready to respond to community requests for assistance if needed," he said.
The zone commander said the SES would actively monitor the river systems "likely to be affected".
For help from the NSW SES, call 132 500 or dial triple zero in an emergency.
Thursday's seven-day forecast for Dubbo also included a 70 per cent chance of up to 3mm of rain falling on Saturday, an 80 per cent chance of up to 4mm on Sunday and a 60 per cent chance of up to 3mm on Wednesday.
