According to announcement by the Western NSW Local Health District those who are displaying even mild symptoms can be tested.

Testing is free and can be conducted at the station between 10am and 3pm on Wednesday, at the driver reviver area on the Mitchell Highway, accessible via Charles Street.
Residents displaying symptoms, including fever, cough, sore throat, shortness of breath, runny nose and tiredness, should attend the clinic and stay in their car until visited by one of the team members on sight.
The test is conducted via nose and throat swab and results usually take 24 - 72 hours after being sent away for testing, signing up to receive your results via text message will allow you to receive results faster.
