The water restrictions for the Dubbo local government area will be discussed at the Dubbo Regional Council meeting on Monday night.
Council's chief executive officer Michael McMahon has proposed reducing the restrictions back to level one.
If the move back to level one restrictions is approved by the councillors there would be no limit on the amount of watering that residents could do.

However, the watering has to be attended or on a programmable timed system.
Currently, the LGA is on level three restrictions. It only allows for an hour of watering on Wednesdays and Sundays.
Easing the restrictions would also permit each person to use 380 litres of water per day. Under level three restrictions it's 320L.
Mr McMahon's push for a return to level one restrictions is due to the increased rainfall across the past five months and the rising levels at Burrendong Dam. As of Friday it was at 24.7 per cent.
For July so far there has been 68.2 millimetres of rain. It includes 19.2mm recorded by the Bureau of Meteorology at the weekend.
In the report to council, Mr McMahon said residential water consumption had also decreased.
The average residential water consumption is 160 litres of water per person per day, which is already below the goal for level one restrictions.
"Importantly, the Dubbo, Wellington and Geurie communities have responded to the call to conserve water and the need to continue urging the community to do so remains beyond the current drought," the CEO said.
Under level one, the public would also be allowed to wash down paved surfaces or windows with a hose. At the moment it's only allowed with a bucket.
But if water restrictions are eased, Mr McMahon has warned the community not to be complacent. He said it was important to "remain aware of our obligations to be water wise and vigilant to changing conditions".
If the LGA does return to level one restrictions, they will be reviewed again in October.
The decision on water restrictions will be made by the councillors at the 5.30pm meeting.
