The Drought Contingency and Water Emergency Response Plan recently went on public exhibition.
There were 13 submissions made, the majority of which mentioned water restrictions.
The Dubbo local government area went back to level three water restrictions in March.
Under the restrictions, residents are able to water for an hour on Wednesdays and Sundays. Watering is permitted before 9am or after 6pm as to avoid the 'heat of the day'.
ALSO MAKING NEWS:
Under level three there is a target of 320 litres of water used per person per day.
But the watering times will be reviewed on Monday night at the council committee meetings as part of the discussion on the DCWERP.
Multiple submissions were made to council saying it was too cold and dark to water before 9am and after 6pm in winter.
Based on the responses, council is considering allowing watering for an hour on Sundays and Wednesdays at any time of the day outside of daylight saving periods.
If approved by the councillors, the change will come into effect on July 27.
The aim of the DCWERP is to ensure Dubbo Regional Council residents have enough water to meet their needs, including during times of drought.
The fees to hire the Dubbo Regional Theatre and Convention Centre will also be on the agenda at Monday night's meeting.
In a report to council, regional events manager Kim Hague said the proposed COVID-19 recovery offer was designed to increase activation in the theatre but not increase costs.
She has proposed a 60 per cent discount on hiring the theatre, reflective of the 60 per cent reduction in available seating. Venue hire for the auditorium will also be cut by 60 per cent.
If supported on Monday night, the plan for the DRTCC reduced fees will start on July 14 and last until the end of the year. However, it will change if restrictions are lifted and more people are able to attend shows at the theatre.
An update on the South Dubbo Bridge will also be included at the committee meetings. The location has been narrowed down to two suggestions.
The public are still not permitted to attend the council meetings.
The meeting will be livestreamed from the DRTCC to council's website and Facebook page.
Instead of the public forum, residents can make a submission, which will be read out at the meeting. They should be emailed to council@dubbo.nsw.gov.au before 12pm on Monday.
