From June, 1 pubs, clubs, cafes and restaurants can have up to 50 customers.
During this month, Ms Bond and her team will slowly be stepping into reopening the Establishment Bar.
Between Thursday to Saturday, the bar will be open from 5pm til late for customers to dine in, although new measures will be put in place to ensure the safety of everyone.
"We are definitely excited we can finally get back into it and see our amazing customers through the door again," Ms Bond said.
"With the easing of restrictions earlier than reported we had to pivot again quickly and adjust to all these. But we are thankful for the down time we had, (which) has given us the opportunity to get into some projects we've been wanting to bring to the bar...."
Patrons will have to pre-book one of three session via online, there will also be pre-paid bar tabs and cleaning between each session.
The three seated sessions patrons can choose are; 5:30pm, 7:30pm and 9:30pm, with each running for an hour and half.
Guests will have to use sanitiser stations before entering and adhere to the 1.5 metre social distancing rules. There will be table water with disposable glasses and food in throwaway containers.
"There are heavy fines out there for both venues and patrons so we want to make sure we are all aligning ourselves with a safe, fun and healthy environment to enjoy that catch up with friends," Ms Bond explained.
The Establishment Bar first opened in early 2019 and the owner said it was extremely hard having to close her fairly new and small business.
"This is our livelihood. We survived our first year in a record breaking drought (but) to then experience being totally shut down was huge hit," Ms Bond said.
"Not just to the hip pocket but also for our amazing staff, worrying about them and our customers as well as the social and mental hit to everyone being thrown into isolation so quickly."
During the strict lockdowns some venues, such as cafes and pubs were only allowed to open for takeaway service, something that the Establishment Bar fully embraced, despite never having done it before.
"We needed to stay in the minds of people and reassure our community that we are still here, we will be back and that they can still get these amazing experiences through us, as well as the fabulous cocktails," Ms Bond said.
"It was a great opportunity just to get out of the house even to deliver that one cocktail and ... to put a smile on another persons face, not just for us, but for them too."
The takeaway option was a huge hit, with many orders coming from overseas to surprise their friends and family back home in Dubbo.
"So it's definitely something we would like to continue, if allowed, into the future," Ms Bond added.
