The men and women all appeared in Dubbo Local Court where 10 of the accused were denied bail by the magistrate.
Among the arrests was 34-year-old Kyle Anthony Thompson, who police will allege was a senior member of the criminal syndicate and facilitated the supply of a commercial quantity of ice to numerous regional communities.
He faces life behind bars if found guilty of supplying more than a large commercial quantity of drugs.
